My career has focused on the intersection of policy and implementation. I help my clients to understand City policy and Code, how they affect their project. I specialize in assuring that private developers get a viable project approved in a timely, cost effective manner. My experience and knowledge in policy, implementation, development and community relations gives a project sponsor the best chance for a successful project.
I have a deep understanding of the policies, codes, and other controls that affect a project, but more importantly I understand the unstated City policy goals, and what the issues were in developing the controls. I have contacts throughout the development community, within the City family, both Department employees and elected officials, and in many interest groups throughout the City. I was both the Zoning Administrator and Assistant Director for Implementation in the SF Planning Department. As such, I was responsible for understanding and interpreting the Planning Code, and had overall responsibility for major projects such Rincon Hill Plan, CPMC, and the new General Hospital Main Building. I bring this extensive expertise to help my clients.
